Pipeline Technology

(Wrinkle Bends)

Establish quantitative criteria, based on engineering evaluations, for determining whether a wrinkle may be allowed to remain in a pipeline.

Open – acceptable response . Study on wrinkle bends completed. Final report issued in May 2003. PHMSA plans to post criteria on its website. PHMSA has submitted a closure letter to NTSB.

Pipeline Technology

(Relief Valve)

Develop and issue guidance to pipeline operators on specific testing procedures that can be used to approximate actual operations during the commissioning of a new pumping station or the installation of a new relief valve and determine during annual tests whether a relief valve is functioning properly.

Pipeline

Technology

(SCADA)

Issue an advisory bulletin to all pipeline operators who use supervisory control and data acquisition (SCADA) systems advising them to implement an off-line workstation that can be used to modify their SCADS system database or to perform developmental and testing work independent of their on-line systems. Advise operators to use the off-line system before any modifications are implemented to ensure that those modifications are error-free and that they create no ancillary problems for controllers responsible for operating the pipeline.

Carlsbad

Integrity Management

Develop the requirements necessary to ensure that pipeline operators’ internal corrosion control programs address the role of water and other contaminants in the corrosion process.

PHMSA published a final rule on gas integrity management that addresses the role of water and other contaminants in the internal corrosion process and the procedures for prevention, inspection, and repair. The rule requires operators using direct assessment to follow the requirement in standard ASME/ANSI B31.8S, Appendix SP-B2.

(Internal Corrosion)

Evaluate OPS’s pipeline operator inspection program to identify deficiencies that resulted in the failure of inspectors before the Carlsbad, NM, accident to identify the inadequacies in the El Paso Natural Gas Company’s internal corrosion control program. Implement the changes necessary to ensure adequate assessments of pipeline operator safety programs.
